NAME OF PROJECT - Technical Assistance project in support of capacity development of the NELSAP-CU to manage and develop the Nile Equatorial Lakes (NEL) region’s water resources.
Assignment Title: DEVELOPMENT OF WEB SERVICES FOR NILE BASIN DECISION SUPPORT SYSTEM (NB DSS)
The Nile Basin Initiative Secretariat (Nile-SEC) has received financing from the French Development Agency (AFD) toward the cost of Integration of the NELSAP Multi-Sector Investment Opportunity Analysis results into the basin-wide modelling framework within the Nile Basin DSS and enhance accessibility by users in the NELSAP region. The Nile-SEC intends to apply part of the proceeds for development web services for Nile Basin Decision Support System.
The consulting services ("the Services") include developing a DSS web service with a user interface that shall be used as an online access point for providing access and integration of data and scenarios from the NELSAP Multi-Sector Investment Opportunity Analysis into the Nile Basin – Wide modelling framework.
The assignment will include for major tasks:
Task 1:Establish user requirements: The focus of this task is to further develop the preliminary user requirements for the web service and associated web interface. In this regard, the consultant shall, among other things, review Nile Basin DSS functionality, DSS data and information, engage with users at Nile-SEC and NELSAP-CU, develop use cases, develop user acceptance criteria, prepare inception report and participate in NBI task team meeting.
Task 2:Design: The focus of this task is to develop architectural and detailed design of the web service. To the extent possible, re-useable and well tested existing components shall be used to develop the web service in order to ensure quality and sustainability of the web interface.
Task 3:Development and Testing: The focus of this task is to develop the web service together with the user interface, test successive releases and deploy the web service and user interface once they have been accepted by the client.
Task 4:Deployment: The focus of this task is to deploy the final web service and user interface at the designated server to be procured by Nile-SEC, training client’s team in deploying and maintaining the web service, search engine optimization and delivering a maintenance and support plan.
The deliverable of the assignment shall be a well-established DSS web service together with a user interface that provides access to data, models and scenarios simulation results and other information available within NB DSS.
This assignment will be carried out over a period not exceeding 5 calendar months.
The NBI Secretariat now invites suitable consultants to indicate their interest in providing the services by submitting expression of that includes a cover letter and documentation (not more than 50 pages) providing information that indicates (at minimum):
Evidence of commercial registration and entry
In case of consortia (or Joint Venture), declaration by each member of the consortium
Average annual turnover in the last three financial years together with audited financial statements;
Core business and years in business;
Client references of similar projects conducted in the last 5 years (at least 2 similar projects required);
Qualifications of the firm (or firms in a Joint Venture) in the field of the assignment, including short (2 page each) descriptions of at least 2 similar projects undertaken by the firm (or JV);
Technical and managerial capabilities of the firm or JV, indicating number of staff by categories (management, technical and support)
Qualifications of key staff
A Consultant will be selected in accordance with the NBI Procurement Manual. Consultants shall provide a duly signed Statement of Integrity which covers the criteria and requirements set out in Articles 1.2 to
1.5 of the AFD procurement guidelines.
Firms shall be shortlisted based on the following criteria:
a) Expérience in designing and developing Decision Support Systems, complex data management, information systems projects and applications of similar complexity and size (a minimum of 2 assignments successfully completed in the last 5 years)
b) Experience in providing consulting services involving development of web services and web services user interfaces (at least 2 assignments successfully completed in the last 5 years)
c) Technical capacity of the firm as evidenced by managerial and technical staffing of the firm or consortium;
